This will be followed by a brief update on state-level successes and lessons learned in implementing G0330, the billing code that can help improve access to operating rooms and ambulatory surgical centers (ASCs) for dental cases.     Friday, October 31 at 1pm Eastern / 12pm Central / 11am Mountain / 10am Pacific Spooked by what’s been going on in health policy? Join us for this webinar to stay in the know on recent federal policy updates that impact pediatric dentistry and children’s oral health. We will focus on Medicaid and CHIP, but also briefly touch on student loans, the Ensuring Lasting Smiles Act, and a few other key federal updates. The 2025 budget reconciliation bill, H.R. 1, signed into law on July 4, 2025, made sweeping fiscal changes, including a permanent extension of the 2017 tax cuts, a higher debt ceiling, and $1 trillion in cuts to Medicaid and the Children’s Health Insurance Program (CHIP). While children’s dental and medical coverage are safeguarded under Medicaid’s EPSDT provision, the cuts will strain states’ ability to fund their share of Medicaid. Many states may reduce or eliminate non-mandated benefits, such as adult dental care. Research indicates children’s dental health and access to care are linked to their parents’ coverage, known as the “family effect.” Even with EPSDT protections, reductions to adult coverage may indirectly harm children. These impacts will not all be felt immediately; the provisions will phase in over time and state response will vary based on budget status and processes. Bonus: If the government shutdown has been resolved, we may have early insights on the health related provisions of those agreements from our DC-based partners. Join us for an overview of the DQA measures relevant to children’s oral health, a live demonstration of the powerful State Oral Healthcare Quality Dashboard, and actionable strategies for incorporating quality measurement and improvement directly into your pediatric dental practice. Learning Objectives- Identify at least three key dental quality metrics relevant to children's oral health.
- Navigate and interpret data presented on the State Oral Healthcare Quality Dashboard to assess state-level performance on selected oral health indicators (e.g., sealant placement, fluoride application).

 Speaker InformationJill Boylston Herndon, PhD Jill Herndon is an economist with extensive experience in research, policy analysis, program evaluation, project management, and education. She works with non-profit and for-profit organizations, government agencies, and academic institutions on measuring and evaluating healthcare delivery system performance with a focus on oral health care. She’s successfully secured grant funding from federal, state and private agencies; authored and co-authored more than 100 journal articles and technical reports; and delivered more than 100 presentations for a wide range of audiences. Dr. Herndon has served as the primary data consultant for the Dental Quality Alliance since its inception, guiding dental experts through the quality measure development process: concept design, measure testing, validation, implementation, and monitoring. She works routinely with large datasets of national Medicaid and private claims data to help dentists and oral health advocates better understand the state of the U.S. dental care system.
